Strange item found metal detecting ww2 Canadian base

Found this knife and unknown object metal detecting an arms manufacturing and military test facility used by the Canadians during the second world war. Anyone know if this knife is from that era? Also what this strange object is. For reference they are next to 30-06 cartridges

Reminds me of an early typewriter/ tele-type ribbon holder, just a guess..

The knife is an inexpensive publicly purchased piece from the 70's-80's. I have one around here somewhere.
Someone asked me to see if I could fix it, IMO, it's not worth it.
