Original HJ Shoulder Board?

hi I bought this 2 years ago for 10 dollars at a local sale and the guy selling it claimed it was luftwaffe however due to obious color reasons i didnt believe it doing my research I believe it is an HJ shoulder board of some sort but i am not certain if any one can reconize it that would be great and I know the hat cocade thing is not part of the shoulder boad it just came with it so i photographed it too also piping and stuff around the edges is a light blue although faded yet in certain parts its original color still remains

It's a good 1938 pattern strap, as said by Ade for Flieger HJ. Ten dollars was a deal for this strap, very low price.
