Yes it is. Used but not abused.

I kind of thinking it has 2 springs inside the scabbard, can you check?

Yes it has!
Normally you see a 1 spring scabbard (frontside only) on these early No ricasso blades, so most likely the scabbard has been swapped somewhere in his life...not uncommon as they played around a lot in the days.
