I believe it is a government official's buckle (or perhaps police). I've seen it in period photographs before, but I can't remember what branch of the government the uniform represented.

It's referred to as a Custom's Official buckle (which would have been a government official).
The police buckles (rural and city) have a crown emblem on the front of them with no motto on the disk.
