Makes me think of the police helmet plate for "Schutzmannschaft" units in Berlin between 1898 and 1918, but then again ....
Didier, It certainly looks to be Imperial German with its Wilhelm II cypher, but not an Army buckle...it is an Officers grade, but as Kris states I am more inclined to think Civil Service...Police/Customs/Post etc....these are NOT my sphere of collecting, so I can not help...there were literally dozens of departments wearing military style uniforms in Germany at this time, a Prussian love of all things militart, including "style"...lets hope some one can help !
