No production before 1918...

Ideally, a 1930s manufacture for veterans etc.

No,
The sleeve and the tines were only made this way after 1916 (on the steel/iron buckle).
The buckle model is an "M (18)95" (brass/nickel silver medallion) there is a different shape of the sleeve on it.
In the 1920s/30s there were even purchased pieces with the “modern” sleeve.
This isn't original from before 1918...
