What these (black and white?) piping on shoulder boards represent?
Unteroffizier?

Shoulder strap is for a one year volunteer, in this case, in the Prussian colors of black & white.
Number 4 designates 4th company for infantry, 4th squadron for cavalry, 4th battery for artillery.

Yes, for Prussia. Bavaria is blue & white, Saxony green & white, Baden red & yellow, Wurttemberg black & red, Brunswick blue & yellow, etc.
It is based on colors of various kingdoms, duchies, etc.
