I still can't make out the physical nature of this. Is it some kind of package?

Also, maybe I am being a bit dense here but I was wondering why it is in the Imperial Soft Headgear section?
It doesn't look much like a hat of any kind to me

These were patriotic paperweights / curio trays. They are period ww1 items and I used to
see them every now and again on ebay. This is the only one that I have every seen that
someone has framed and turned into a wall hanger.

I just did a quick ebay search for "iron cross paperweight"
and found 3 of them for sale.

    Nice one Greg!

I just couldn't make out what kind of an object it was at all. I would never have thought of a paperweight from seeing it in just two dimensions

It looks like a commemorative plaque (or personalized paper weight) as this one states that the Iron Cross was awarded to Garde Grenadier Herman Petersen, son of (first name cut off in pic) Petersen, from Brunsbuettelhafen. Which is not that far from where I grew up. The other plaques like this one I see on Ebay do have different names on them. If they are authentic, I have no idea.
