Here are two mint sets of Imperial German shoulder boards for administrative officials.

On the right with the shield is for a civil administration officer in an occupied area (Zivilverwaltung der besetzten Gebiete). These zones would have been in Belgium, Romania and Russia. The rank is Mittlerer Beamter der Privinzial und Lokalbehörde

On the left is a generic pair as worn by civil officials in many local local government (Kommunalbehörden) departments.
