My only guess would be ‘1917’, beneath the maker’s mark, but I’ve got nothing much beyond that I’m afraid..
Softer lighting from one side can sometimes help.
I agree re the date and what is above would obviously be a maker mark. From these pics I believe I can discern the letters 'losch' which is pricking something in my memory but I can't quite put my finger on it. I'll have a think.

I am assuming that the frog will be hardened from age. This technique might work to bring out more features:
