Official Austrian Document

Maybe a bit off topic but an interesting Austrian document it seems to be from the Austro-Hungarian time period 1867-1918. From a little translation it seems to be a residence permit, it was issued 'Vom Magistratischen Bezirksamte – (From the municipal district office) Reichshaupt - und. Residenzstadt Wien (Imperial capital and residence city Vienna) am I right is it a residence permit or something else can anyone help. It also has a 12 February 1936 date stamped on it a couple of years before the annexation of the Federal State of Austria into the German Reich on 13 March 1938.

I'm having trouble reading the ink script, it's pretty washed out. But the doc is granting Austrian citizenship.
