    There is a slight possibility that the tunic is Austrian (probably some civil official?), but the buttons sewn to it are Russian. Buttons and tunic are absolutely alien to each other: there were no such tunics in Russian army or civil branches. More likely a former theatrical item.

    I found inside stamps in german , theatralical are possible .

    The coattail pockets flaps "a la soubise" are typically French. That style is unknown in Russia and almost at much in Germany and Austria.
