I think it's a post WW1 made gimnasterka as this was a fashionable item in the 20's

Do You mean it's a civil gimnasterka?
I will post some extra pictures. Looks like it has had shoulderstraps whoch are now removed and also hooks to support the belt - these 2 details would indicate that it was used in an army?
The cuffs are very strange, I haven't found similar from any photos.
