This is the answer that I could gather.

This man is probablly a Ethopian when the Russian's tried to colonize Sagallo in 1889. Sagallo which is located Gulf of Tadjoura in present-day Djibouti. The colony consisted of about 150 Cossacks, women, and children. The French however thought that this colony a violation of their terrotorial rights and sent two gunboats to the colony.

The Russian's were bombarded and after some loss of life the Russian's surrendered. They were deported to Odessa and any Russian colony in Africa died with that attempt.
