From your pics I would say this is an attributed Josef Bergs & Co. ISA.

I refer to this one as the JB&Co Design 2 due to the slight variation in the wreath leaf vein pattern
The JB&Co Design variant lacks the wreath leaf stippling that the marked examples display.
