Hi Tom, I have never even seen it before. It did not strike me as British until I looked closer at the coat of arms. Has an almost "Spanish" look to it, which it is not of course.
All I can offer is it is not military to the very best of my knowledge.

I agree with Jerry!...
Could simply be a family coat of arms.
An interesting pin, for sure. The Bishop's Crosier crossed with the Royal Scepter beneath the Coat of Arms of England....I think the key to identifying it is the black shield imposed in the middle of the Coat of Arms. Identify That and the rest should come.
