    Looks American Made, not Canadian for sure.

    I Agree it's American, US Army 12th Infantry Division “The Plymouth Division” worn from July 1918.

    This one happens to be a repro, made most likely in the 40s for collectors. One of the primary source of these patches was patch king these patches are still collectible in their own right

    As per gel65 , these were made for patch collector clubs like Patch King , Hobby Guild to put into patch albums denoting WWI service in this case "The Plymouth" Division which did not serve overseas apart from an advance detachment which reached Liverpool and then was ordered back home.
