Someone else: first name is actually Luigi, but last name begings with "Pi..."; and, most important, you can see the writing "per" placed before the title and above the signature: in a official document it means "in place of", or "for him". So, this document was signed by some ministry officer.
I have also to say that Federzoni was minister of internal affairs, while this document is issued by the foreign affairs minister, on 13/10/1936. At that time, the Italian "Foreign Office"minister was Galeazzo Ciano (and, just 'till 3 days before, Mussolini himself), while the minister of colonies was Alessandro Lessona.
