the inscription you indicated is the signature of the engraver who created this medal: Publio Morbiducci:
P.MORBI
DUCCI
Morbiducci was a famous Italian sculptor and medalist of the period.
The date of creation is the one engraved on the back:
A.XI
which corresponds to the Fascist year: 29 Oct 1932-28 Oct 1933.
