Looks like a very (Western?) stylized interpretation:
洋羽
Ocean Wings
Western-style Wings
洋: ocean; Western

As Guy said, it looks like an American's interpretation of the kanji 翔, meaning to soar, taken out of the 9th Division Patch in Nakata's book and garnished with added gibberish to the left. The character lacks flow and rhythm of Japanese strokes typical in western interpretations.
