Can I find out who was awarded when and for what?
The last photo, the inscription on the case in which this document was, which, however, may not be from him.

Hi BTR,

No worries, the scroll tube matches the Diploma. Since there is no military rank annotated I presume Mr. Niki was a civilian. The diploma does not mention the reason for elevation, but it was awarded to those who had been engaged for many years in public service of the national and local governments and who have accumulated distinguished service.
