Help Identify cap badge

I’m hoping someone can help identify this cap badge. I’ve never seen one quite like this.

I do not know exactly what that is, but you can definitely rule out the IJN, Japanese Coast Guard and possibly even Japan as a whole, as the flower motif under the anchor appears to be a lotus blossom, which most often is used in Buddhism or as the national symbol of Vietnam.

Oh…. I thought that symbol was the Sacred Mirror a’la the Sacred Treasure or used by the Kodokan or Butokukai.

That’s what I was thinking Guy so I thought it was Japanese.
