I cannot clearly see the penultimate kanji but am betting the mei is:
永田祐則
Nagata Sukenori
From the "Register of Names of Seki Forge Swordsmiths Since Showa 14, October [1939]"
祐則 永田栄一 S16.09.12
Smith name: Sukenori
Civil name: Nagata Ei'ichi
Registered: Showa 16 [1941] September 12
From Markus Sesko's Japanese Swordsmiths:
SUKENORI (祐則), Shōwa (昭和, 1926-1989), Gifu – “Sukenori” (祐則), real name Nagata Eiichi (永田栄一), born August 28th 1910, he worked as guntō smith.
Again, I cannot see that next-to-last kanji, so maybe my post is in error; however in both the Seki Forge record and Sesko, the only Nagata whose smith name ends in 則 ~nori is 祐則 Sukenori.
Cheers,
