There should not be 3 and 5 at all. So what is the tag attached to?
It's tied to an 1883 pattern naval dagger. It's certainly an old tag. The dagger was purchased from a pawn shop and the seller didn't make a big deal of the tags presence, nor any perceived value it may have added.
Then, it is an indicator that the dagger was surrendered by a family member, not aware of the man's exact unit. Only, in that case, the address should be the home address of the family instead. Anyway, if the dagger is good, there's no problem.
