Help needed with a couple of items are they Japanese or Chinese ?

These came in with some photos and other items from a Guy who was a sailor on HMS Rodney , Can anyone help just want to know if they are Japanese or Chinese and what is written on the Red wooden tag ? Thank you for any help

It should be obvious at a glance from the Mao cap that it is Chinese. The tag seems to be related to L/Cs used for export transactions, but the Japanese do not use those words, so you'll need to ask someone from China. The caricature is clearly not flattering the Communists, so might be something from Hong Kong or Taiwan.
