This tie was made in July, 1943, and received in Jan, 1944.
His first name is Kameichi (亀一).
So his full name is Kameichi Miyakawa (宮川 亀一).

Thank you so much for The translation. Is that everything it says? (The Base, Date issued, Date received, and name). Is there any other information on there? I am fascinated by this and am wondering if I should look up kin for this person and return it. The only match I can find for that name was showing him in Hawaii in what appears to be a camp, but my grandfather was saying the person was KIA (and that he wasn't the one that did the K). There is also his serial #, around bottom first column, either 4 or 5 digits.
Unfortunately, I couldn't make out. 六一五六 (6156) ??
