They are powder increments for the Type 92 Infantry [Battalion] Gun 九二式歩兵砲. The ammunition was semifixed. The propelling charge is made up of an igniter pad, a base charge, and three increments. The range was adjusted by removing the increments.

Lets take this one step further and look at the markings that appear on the increment to the left. From the top and going clockwise, they are as follows.
2昭十四 = February 1939.
Crossed Cannons = Ōsaka Arsenal 大阪工廠 logo.
三 = increment number 3.
5g = 5 grams.
The minimum range for this weapon at 0 degree elevation using the complete charge is 1,100 yards. Remove increment no. 1, the range is 660 yards. Remove increments nos. 1 and 2, the range is 225 yards. Remove increments nos. 1, 2, and 3, the range is 110 yards.
