Made out to Seitaro Ochi. The flag was presented to him by an association within the Navy Technical Department called the Tsutomu Association. He must have been a Gunzoku engineer working on navy weapons development. The issuing association could have been an association of university graduates, high school graduates, for a certain alma mater, etc.
Among the signees is a Navy Lt. Hasegawa, who might have been his boss.
