Looks like they are in US custody?
Japanese Naval Infantry led by Lt. Shiraisha surrendering around Kogachi, Motobu Peninsula, Okinawa, September 3, 1945. Here you can see some US trousers as well as a US pack. Some of the surrender was caught on film by Marine Combat photographer B. S. Goldberg of Augusta, Ga. However I'm yet to find the complete footage. A few seconds of it appears towards the end of the documentary "Japan's War in Color (2003)".
