The writing merely says 日本青年館 Japan Youth Hall, but it must have been minted to celebrate the inauguration of that facility in October 1925. It was a hotel and convention hall built in Shinjuku Tokyo by the donations from Youth Groups throughout Japan.
After the war, it was used exclusively by the American Occupational Forces until 1953 and was also used for war crimes trials between 1948 band 49. In 1977, this first generation building was taken down and moved to a new location. That second generation facility also got demolished in 2015 to become part of the 2020 Tokyo Olympics.
