It is the rank insignia for the “警察予備隊” or “保安隊” for the rank of captain that was worn under the other insignia you posted on this forum.

No, this is a pre-war cap badge for a school, Aoyama Gakuin, a Christian school in Tokyo which still exists to this day although their current school badge is different from the one you have.

That one certainly looks pre-war/war time.
One interesting thing about the badge is that it does not indicate the level of the school, i.e., middle school, high school, university, etc. This is because the school was classified as a vocational school to circumvent the restrictions on teaching Christianity at schools accredited by the Ministry of Education. (Shinto was the national religion at that time.). Only after the war did they become fully accredited teaching institutions opening a college in 1949.
