With the exception of the repeated kanji for "power" that circles the orb the rest of the small print is names of well wishers from what I can determine.
Others more fluent in the language may offer more.

As to value that's difficult to assess unless you can provide detailed photos. Is the frame to be included in the valuation? Has the flag been archival framed? Sewn, taped or glued to backing? Is the flag silk, Rayon, cotton, hemp? Damage?
Rough guess from what I can see is that the flag would be worth about 250 USD and the framing, if archival, could be another 3-400 USD. Framing, if done well, is usually of greater cost/value than the flag as strange as that may seem to those not collecting in that field. If it's not an archival set-up then the frame adds maybe another 50 USD to the package in my view.
