No. This is a faked "Tojo Flag". Tojo Hideki is in the lower right corner.

The one you post is very similar to this one. Note the nonstandard orientation with the ties on top; generally they were on the right, sometimes on the left.

These Tojo flags are a fantastic piece of history. I wouldn't be surprised if they are eventually faked themselves.

That's not a bad price if the buyer knows it is a fake (maybe Seabee Special; maybe a "Cupman Special"?). It would be appropriate to display with an authentic Yosegaki no Hinomaru and these images:
