If you rotate the top pic 90 degrees to the left, and the bottom one 180 degrees, you might have more luck.

It’s the correct orientation but the pic is not sharp.
Suggest you rotate your original pic 180 as it is much clearer.

I'm guessing that Mr. Sakai worked at Empire Fibers, Co, LTD. Off to the left of Mr. Sakai's name is the name of the person who [I suppose] wrote the dedication:

Teikoku Sen-i Kabushikigaisha, Yoshida Shizue
Empire Fibers, Co LTD, Yoshida Shizue
The company, established in 1907, is still extant.
