The flag in image 1 is presented upside down. Here is the correct orientation:
The main dedication on the right border is "Congratulations for departing to the front" and is to Mr. Fukuda Kane~ (that kanji is hidden by a wrinkle). Fukuda can also be pronounced Fukuta as well as Shiraishi.
