The family name is 保徳 and first name is 哉、But both can be read in so many ways that it is meaningless to give you all the possible combinations. Ask a specialist in that field for the reading

I did some looking around and found this. It shows an inrō 印籠 and the maker 保徳, but does not say how the name is pronounced.
The description states it is a work of contemporary artists, and the publication is dated 1915.
