Japanese / NKK trade mark knife ?

May I have your opinion on this knife ?
Has "Best Steel" markings and Lion emblem on one side / NKK trade mark on the other side...
Does NKK stand for Nippon ... ?
Military / Civilian knife ?

Looks like there are two trademarks on the knife. One is for the steel used.
日本鋼管株式会社 = Nippon Kōkan KK = Japan Steel Pipe Co., Ltd.
