Japanese ww2 officers belt civil defense belt??? What is it???

I have had this belt in my collection over a decade. Not really big into the Japanese militaria. So I don't know a whole lot about it. It might be associated with the Japanese Civil Defense Force but I don't know nor have I been able to find an example just like. So if anyone can help please respond.
