Does the medal refer to Manchukuo and what is written on it?

Not Machukuo, but commemorating the 2nd anniversary of the establishment of the short-lived Provisional Government of the Republic of China. Issued on 14th Dec. 1939.

It looks like it is made of silver, the remains of gilding are visible, on the reverse there is something similar to a brand.
