I double-checked the male given name 美晴 because it begins with "beautiful" .... but:
美晴

(g) Yoshiharu; given name [this is a male name]
(g) Bisei; given name [looks feminine to me]

YOSIHARU

You will note the "Si" [pronounced "shi"] spelling. This is the older standard -- Nihon-shiki -- of writing し [shi] in romaji. The most common method today of romanization today is the Hepburn system where し=shi. Here's the Wiki page explaining the three types of romaji used in Japan.

IMO I think the hat is badly faded, if you look closely at the second photo you can barely see some of the original color on the inside of the chinstraps
