The tunic is named to Medical Commander Niie. There is only one such Niie, whose full name was Niie Takeo 新家武夫. He served as a medical chief on Battleship Ise from October 1943 to January 1945. In January 45 Niie was assigned to Yokosuka Naval District. I don't know what happened to him after.

I found this result at Axis History:
This is the finally completed record of ISE.

Approximately before 1920, some officers have been appointed at the same time to the Chief Equipping Officer and Commanding Officer. The situation was similar for other major officers.

The below is the appointed / relieved dates.
    <....>
    CDR / CDR NIIKE Takeo 新家武夫 (1931): 10 October 1943 - 23 January 1945 (9C13072093800 / 39C13072103100)
Looks like he was Academy Class of 1931. I don't know what the other two parentheticals refer to.

    And from JACAR Archives:

    Navy tunic Navy tunic

    補大村海軍病院部員

    呉海軍病院部員兼
    教官海軍軍艦少佐

    新家武夫 (二六七)

    Assistant, Omura Navy Hospital Staff

    Kure Navy Hospital member and
    Instructor Navy Warship Lieutenant Commander

    Niie Takeo (267)

Not certain about 補 meaning. Dictionary says "assistant" -- wondering if it would be "Deputy Director"?

Omura Naval Hospital was in Nagasaki. Two images at link.
