New Guinea Lighter

I was fortunate enough to pick this up a few weeks ago. Interesting lighter with pieces of a Japanese printed document placed behind some type of clear material, perhaps perspex, at each end.
Guy told me this is possibly from a manual to do with telegraph or telephones, pre 1946 - thank you Guy!

Definitely pre-1946 (when some kanji were changed) as witnessed by the katakana particles:
hiragana / katakana
no. の / ノ
wa. は / ハ
to. と / ト
wo. を / ヲ
ni. に / 二 [not used in your example]
