    You've got it upsidedown, writing should be on right.

    This flag was intended for a Yosegaki and was consecrated by the shrine in advance ready for use, but it ended up not being presented to anyone. You can still get shrines to stamp a flag in this way, but the current stamp is with a different typeface, so chances are that the stamp was from wartime. Current stamp below.

    Guy, thanks very much, was it common to have the flag given to a Mr. vs a military rank?

    Most common .... it is uncommon to address a flag to an officer; actually, I don't think I've ever seen one addressed to a military person. I think these flags were prepared for men entering the service -- before ever attaining a military rank.
