Parade uniform of a colonel

Hi,

Normally i am not a collector of parade uniforms but this one catch me when i saw it.
The uniform is made in very nice material as you see on the picture.
I also have his picture and some writing on the back.
If someone could help me with this one it would be very apreciated.

Guy thank you for your translation and time. When i took a look with the phone translator their was a familyname "Nanba"
I d'ont know if it is correct but maybe it help.

The surname is 延永 Nobunaga.


His writing is very hard for me to read. His first name might start with 実. Perhaps something like:
実樹 Naoki
実矢 Naoya
Though I do not think it is either of those.
