Could that first kanji be "Mai"?

I'm pretty certain that first kanji is "Mai"... the 無 "mu" portion is done with few strokes as I've seen before.

Yes, that is what I meant with Maizuru XXX, XXX being branch, rank. Ending also looked to me like a 工, but that does not make sense in this context
