It's definitely original. I use to have a similar one. Here is an old photo of it with some helmets. Same size and with orange tassels. They are of very good quality. Although mine was a veteran's flag.
So a very expensive Boy Scout flag. Looks great, but non military is a non buy for me.
One thing to keep in mind though is that in the very militaristic setting of pre war Japan many of the youth groups fed members directly into the IJA after having received basic training by serving IJA Officers and NCOs. Much in the same way the Hitler Youth fed members into the Wehrmacht.
I don't know the group referred to with this particular flag nor it's date but given the Rising Sun image as used on the Japanese battle flags I'd be inclined to give this piece a second look.
