"Imperial visit guard duty commemorative, 1941, City of Kyoto". The word, "Gyoukei" used for Imperial visit excludes the Emperor ("Gyoukou" is the word in that case), but refers to other members of the Imperial family. That year, Hirohito's wife, Empress Koujun, then 38 years old, made a trip to the Kyoto Imperial Palace (photo below from that visit), so the badge was probably given out to police members comprising her guard detail during that event. It originally came in a sandalwood box as shown below. Also shown are some other imperial visit guard badges.
