濃州関住星谷義長 = Nōshū Seki jū Hoshiya Yoshinaga.
Samurai style sword with large Seki 関 stamp. This would date to late 1930s or early 1940s.

Sesko doesn't have much else on him other than he was from Gifu. I'd nudge that date into the 1940s, with the most likey date range of 1941-1943, based on the dated blades in the database.
