Would someone please translate the flags,banners and the artist that did the Admiral Togo plaque if you can. Thanks,Rich A. in Pa.

The four banners basically is to dedicate all best wish to a same person entering military camp.
That banner with 4 tiny holes says Niigata(which is a Japan city)medical school Special preventative unit. No 287 at right.
Can not read the man picture Kanji, need better photo.

The banners are all dedicated to Tatsukichi Sato, joining the army.
