Tunic help please

Hi All,
Before I venture out into my first tunic purchase I would like some opinions on this one, it looks to be an unissued tropical version, do the collar tabs look period applied? seller says they are proper with proper stiching, I read up on some threads here but I still cannot decide on my own, also if the Kanji tells the size and date that would be appreciated.

Thanks guys! The blank box on the left means it was unissued correct? So maybe a surplus Depot leftover?
